     安全是船舶航行的第一要求。为此，世界上许多国家专门有执行船舶技术监督，制订船舶规范和规章，保障船舶具备安全航行技术条件的机构。世界上的验船机构根据其性质分为两类：一类是政府的验船机构，另一类是民间组织的验船机构。根据国家的性质不同，有些国家只有政府的验船机构，有些国家既有政府的验船机构又有民间组织的验船机构。政府验船机构直接对船舶执行技术监督，签发有关国际公约规定的船舶证书。民间组织的验船机构经政府授权后可以代表国家签发有关国际公约规定的船舶证书。民间组织的验船机构办理船舶入级业务，仅设政府验船机构的国家所属验船机构也办理船舶入级业务。


　民间组织的验船机构一般称为船级社。其主要任务是办理船舶登记、船舶技术检验和船舶入级，同时办理公证检验业务。他们从事科学研究、制订船舶规范和规则，通过对船用材料、机械设备、船舶制造的技术检验和对营运船舶进行定期的检验，来保障船舶具备安全航行的技术条件。船级社往往接受本国政府授权或委托，签发有关国际公约规定的船舶证书。此外，有的船级社还办理其他业务，如对民用飞机执行技术检验，办理飞机入级，对陆上工厂、海底资源勘探开发固定设施等进行检验。世界上各大船级社在大多数国家、地区的港口均设有办事处和代理机构并与许多国家的验船机构订有相互代理验船协议。
